Its not just Jack Russell Terriers, all dogs do this, did you not research and learn about whelping pups before breeding..

For any dog that is in labor. They do not have water sacks like humans. Each puppy is individually in their own sack unless they are twins but the female will have some bleeding before she gives birth. Also her temp should be below 98 degrees that is how you know she is in labor.
