For any dog that is in labor. They do not have water sacks like humans. Each puppy is individually in their own sack unless they are twins but the female will have some bleeding before she gives birth. Its not just Jack Russell Terriers, all dogs do this, did you not research and learn about whelping pups before breeding..

Any breed the water breaks at the start of labor watch her close the pup should come soon
