it depends on where the holes are, does the turtle seem to be hurt? is it still moving well? is this a wild turtle or a pet?
try to keep it clean and determine whether it's being affected by the injury and then decide whether it needs to go to the vet
or to an animal rescue clinic

Take the tortoise to the vets, think they put some like filler stuff in his shell to protect him.

Oooh - yes vets would be advisable.
My son "febreezed" my mates two young tortoises years ago. Luckily they were fine - smelt lovely for weeks too!!!!!
