My female dachshund did that for the whole time I had her. Sometimes they just have itchy skin, check out her skin and see if she has dry skin or any rashes.

I'm not sure why but I beleive its totaly normal, I have 2 dogs, one rubs her tummy, the other rubs her cheek then flops down on it.

Either she itches. or its a dominance thing. I've heard they rub their backs on the grass because they are rubbing their scent on it. Maybe it's the same with rubbing their tummies on the carpet?

She is just scratching her belly. She could have a flea she is trying to get rid of.
