Why is this? I've stuffed it with treats but she still wont go near it, she just barks and growls at it.
Does she bark/growl, and "bow" with her butt in the air? Is her tail up and wagging? Does she run of and come back? If so, chances are she is "playing with it. If not, hold it in your hand and let her come to you and sniff it. Don't move it around or tease her, just sit with it in your hand. As she gets used to it in your hand, set it down beside you. The whole time ignoring her and the Kong. Don't make a fuss when she barks/growls. Ignore it. When she gets used to it being beside you, move it away a bit….keep going through this process until you are completely away from it. By this point, she should be ok with it and start to chew it.

I know this just sounds too simple, she doesn't like it. Have you tried playing with her and than sneak in the Kong for her to bite and chew? Has someone been tease scaring her with it??? If it is still and left where she can eventually go up to it and check it out, she might not play with it but she will not dislike it quite so much. JRT are so opinionated to be a dog. We have 3 of them right now and all are so different. One is prissy, one is built like she should be a male bully dog and she is the first to hide with a loud noise and the other is ready to do almost anything. So you will just have to be patient. You will find a toy she loves really soon. Good luck

maybe you need to let your dog pick it's own toy,must be something about it, like it's being threatened from his toy Kong

she is still a baby so maybe take the kong away until she is older and braver. my mastiff was scared of my sons teddy when he was little so i just put it on a shelf out of sight whenever he was indoors. or maybe try a different treat. in summer we seal the small end with peanut butter and fill with chicken/beef stock liquid and freeze.. then they happily lick it all out and keep cool at the same time.. good luck..
