how can I stop him because the spray away dosen't work.
He's still just a baby! 2 months old is only 8 weeks old!!!! He should have just now been taken from his mama and litter mates!!! Patience and training, take him where you want him to go! Jack Russells are very smart dogs and it won't take him long to get the drill!

You need to supervise him when he goes out.
Pick a spot you want him to eliminate in, and take him to that spot when he has to go. If he goes there, reward him with some praise and affection. If he doesn't go, then take him back inside for 15 minutes or so, then back out to the spot.
The key is consistency. He needs to learn that the patio step is not the toilet, but it will take time for him to learn.

crate training is the key to successful housetraining. both of my dogs were cratetrained and now they can go at least 2 days without using relieving themselves in my house. get a crate and put your puppy in there when he's not playing. also remember this: puppies have to pee after 3 actions have taken place.
1st action and the most obvious one: after they eat and drink. when you feed your pup, put him in the crate for a good half an hour or so and when you take him out bring him to the spot you want him to go in.
2nd action and the second most obvious one: when they wake up. let him sleep in the kennel and when he wakes up bring him again to the spot where you want him to go.
3rd action and least recognizable one: after playtime. after your puppy has had a nice long play session, bring him once again to the spot you want him to go. also have wee-wee pads handy.
as long as you be consistent with cratetraining, your pup should be house trained before he's 1 1/2 years old.
