It may be a dog allergy, but I think it is more likely to be stress. Cats do that when they are stressed, and a new puppy is a bog stressor for many cats.
I would see a new vet, but if you want to see the old one ask for some amitriptyline or diazepam to relieve the stress. If the cat stops licking you have your answer.

sounds like she's really stressed over having a new dog in the house…cats do that if they're stressed…bring your cat to a different vet..and explain her the whole story…maybe they can prescribe some meds to relax your cat a bit

very possible. cats respond to stress in one way by cleaning themselves or licking. it could be an alergy, but im betting on stress. make sure your cat has and area that she can get to anytime that is only hers. and make sure she knows it. scold the dog for chasing the cat until she gets more adjusted. maybe at times close the dog up for a brief time and make sure your cat gets some quality one on one time. Im sure thinking a stress thing.

I have to wonder if you puppy brought some fleas that your kitty is not used to. Friends of my lived with me awhile and brought a cat from another state… anyway, my cat ended up nearly bald! It was different type of flea. ( They would not abide my rule of cats stay IN)
Puppy could bring something in from outside and kitty isn't used to it, and BAM! kitty loses fur… Please get Kitty to a vet for meds to stop the hair loss probably prednisone which won't hurt kitty ( kitty might sleep a lot on it, but that's okay)… and some Advantage or something like it… Ask the vet what they recommend. Please treat the pup too, if the vet says it's okay for doggie. Advantage will treat the house being on kitty. Keep kitty on Advantage or whatever your vet likes for several months… this will make this go away and keep it from coming back.
i don't think it's nerves. i'm sorry about kitty. Good luck with your puppy too. maybe they will become friends and play together.

I have a cat that did this once.
My vet told me that there are cats that do this because they have an allergy. However, he didn't think that my cat had the allergy. He said that she only thought she had the allergy. He gave her two shots of cortisone to help the irritated skin. I put lotion on her as well. (It was a basic lotion, no perfumes, special things that it did, etc.) Her hair grew back in a couple weeks. (She has long hair.) What triggered it was a change in the house and the way that she lived. (My boyfriend had partially moved in. Of course, if I had taken that sign as a premonition, I would have tossed him out then.)
The puppy moving in has probably caused her a bit of stress. Don't worry though, she should adjust, and things will get back to normal. Were you paying a little more attention to the puppy trying to get him settled and trained? The puppy chasing her may have caused some stress as well. You might try teaching the puppy not to chase. That ought to be your next project.
The cat is a new and exciting playmate for the puppy. He doesn't understand why the cat doesn't want to play along. He might even think that the cat is playing by running away.
People have introduced puppies and cats together before, so you should have nothing to worry about. Actually, studies have shown that the best pet relationship is an older cat and a younger dog. Just be patient, your cat will de-stress and your puppy will calm down.
