I’m looking for somewhere I could possible get a puppy for under $400 within 100 miles of the very Northeast corner of Texas.
In Northeast Texas.. there's Daydream Kennels, and our kennel Krystal Kourt. Daydream kennels has excellent dogs. They are hunting dogs, they are show dogs. They're proven, tested, shown, etc.
Our dogs are just the same.
We got 2 of our dogs from them. Right now, we have no current litters. But they do. They're probably the best breeders you can find in your area.

do not use puppyfind.. that site is full of nothing but back yard breeders and puppy millers.
Try a rescue dog http://www.petfinder.com you can probably find a JRT that’s already spayed/neutered, vaccinated, wormed, and micropchipped for less than your price range! What a deal, considering all that vet work will cost several hundred too!

When you are a looking for a quality, well-bred pure blood, you shouldn’t first put a price tag on it. A healthy puppy that has parents screened for congenital defects, has been vaccinated and dewormed at the appropriate intervals, comes with papers, and is microchipped will be worth quite a bit. The best pet is looking at rescues and shelters. You get the same dog (albeit sometimes a little bit older) but with all the exact same benefits as that from a breeder, AND you save a life.

Do NOT use puppyfind.com unless you want a sick, puppy with a bad temperment that might not even be a purebred! Google Jack Russel Terrier Rescue and contact them. Puppies are not that uncommon in shelters and they can help you find one to save (plus, it would be MUCH cheaper!)
Petfinder.com has LOTS of homeless JRTs!

Check classifieds in your local paper. That’s how I got my dog. We bought our jack russell terrier at 12 wks old for $140 from a home. If you pick the pup up from a home you see the environment and often the pup’s mother and you have an option to not buy if you change your mind for whatever reason. If you don’t want to register your dog you can get a tricolor breed for cheaper, which is what we did. Ours is now 1 1/2 yrs old, loveable, not hyper and yet very playful. Good luck!
