what 1 is better and y?
It depends on your life style, I dont know too much about pugs, but for an example, If your lifestyle is kinda laid back, then a Jack Russel will not be a good choice or you will need to change your life habits.

Depends on your needs. Jack Russells are way more high energy than pugs. If you want a dog to run around and play with, pick a jack. Pugs are calmer.

None is the better dog. it just depends on your lifestyle and personality. The pug is a very friendly more laid back type dog, While the jack Russell is a live wire! they are very energetic.
If your an active person…go for the Jack! If you want a friendly laid back companion go for the pug!

jack russel terriers are a lot more energetic
but I have heard that pugs can have a lot of medical problems
they are sweet dogs, calmer then most terriers, but I have met a few pugs that were 'off the wall'

I have a Beagle/Jack Russel Terrier mix and I would go with the JRT. Our mix looks like a small beagle (tri-color) and has the energy of both.
JRT’s that are AKC Registered aren’t normally sold until age 1 from what I’ve seen on tv specials. I think the breed is very good and they are high energy dogs. They like to play, run and wear you out.

Get a pug!! I have the sweetest pug in the world, she is 8 months old, and adorable! Best decision I ever made! If you want a dog that adores you, loves to cuddle with you, is gentle with kids, and loves to play!! My girl would play fetch all day long, with a few naps in between! They don’t bark, unless someone is at the door, don’t need a lot of room, pretty much a perfect dog! My pug has never had any health problems, she does snore a lot though, but I think it is adorable!
