if so, what proportions should i use? when i melt the cheese alone it clumps up fast.

You will get similar results if you just mix it with milk, except the milk will be a scalded mess surrounding the clumped cheese. You can do is this: Mix 1 cup shredded cheese with 3/4 cup mayonaisse, or cream cheese and microwave on high for 2-3 minutes. Don't forget to standby and stir occasionally. Then microwave it for 30 second intervals until the cheese is thoroughly melted. This will give a creamy, thick sauce for dipping chips- not cheese sauce on macaroni.

Make a reux first.
Whisk in the milk and heat up your reux.
GRADUALLY whisk in your shredded cheese.
If you don’t want to make a reux, then just warm your milk and GRADUALLY whisk in your shredded cheese.

You would have to make a white sauce and then add the cheese to that. Its very simple:
3 tbsp. butter
- melt in a saucepan
3 tbsp. flour
- add to melted butter in saucepan and heat until bubbly.
2 1/2 cups milk
- add to the bubbly flour and butter mixture SLOWLY, while whisking it in.
When this sauce reaches the desired thickness add your shredded cheese. 2 cups worth of shredded cheese would be very cheesy and 1 cup would be mildly cheesy. Its all up to your taste. Stir the cheese in until it melts. Voila! Cheese sauce!
Adding cheese to warm milk would make a gloppy disgusting mess. Please don't follow that advice. It will be a waste of cheese and milk.

The first answer is correct. Make a roux by melting some butter and then adding some flour. (Say 4 tbsps butter to 3 tbsps flour.) Cook the flour in the butter, stirring constantly, then add the milk — works best if you heat the milk first, but it’s not necessary. When the mixture thickens, add the cheese and stir until melted.
This will be pretty bland though; you could try adding some Tabasco or canned chilis or spices that you like in cheese dip.

You can make a roux first, then add the milk and cheese, but this will not be very flavorful on its own. Add some hot sauce, etc. for flavor. Another possibility is to use white wine to melt the cheese in like the fondue recipes.
I like to melt cheese into a can of Rotelle tomatoes (they already have peppers in them) for a nice flavorful dip. I usually use cheddar or american cheese, but I don’t see why monterrey jack wouldn’t work as well.
