I have two Jack Russells and every fall, their bellies (and probably the rest of their skin we can't see for fur) get dark spots on them that fade in the spring. Why this happens, I have no idea!

If you mean on his skin, it just means his pigmentation has developed. As long as it looks like ordinary skin & isn't raised or anything, it's nothing to worry about, perfectly normal.

How old is he and what is he crossed with. If he's young and crossed with a dalmation, he would be getting his spots. If the black spots are rough or raised, you should take him to a vet to have him checked.
